Just off the north side of the dam at 56,13 there's a small barrel, two guards spawn after you "open" it.

This quest has nothing to do with "Investigate the Scourge of ..." and you do not need to complete that quest (it was part of the Scourge Invasion so you can't do it anymore anyway) to get this one.

The cords are 56,13 (http://www.wowhead.com/?maps=38:562137) in Loch Modan, in the end of the "bridge".

There are two mobbs who is protecting it, very easy quest.

[Thank the stars someone is concerned about the well-being of the Dam. First the destruction of the Thandol Span and then the pillaging of Dun Modr! I have no doubt that the Dam will be the target of the next Dark Iron threat. Most of the security detail here was reassigned to the Alliance Front, including my top inspector.
