This wont drop for me and I've grinded those Gnolls for well over a lvl (25-26). I havent done A Watchful Eye.

As of 3.2 you can still get the quest item to drop in order to start this quest, even if you've completed A Watchful Eye and Morganth.

Finally got the quest-starting item after about 30 minutes of grinding. Dropped off a Shadowhide Assassin.

I had not completed A Watchful Eye when the item dropped.
