I was honored with Thunder Bluff at around lvl 25. Most of your rep goes to your main capital city, I've noticed. Plus, you get a small amount of rep with the rest of your faction. Most of the quests I've run are for Thunder Bluff, so I've been gaining massive TB rep. Even doing low-level quests will net you a lot of Rep gains.
