Is there any faction rep for this quest? There must be some reason this quest needs to be done. No one is just going to throw away their gold for nothing.

Upon completed construction of the monument to the fallen (during phase 4), this quest is replaced by Your Continued Support, which has the same objective but is a permanent daily quest that can be completed for reputation and reward, and will always be available once it is unlocked.

My server Daggerspine (US) just a few mins ago unlocked the Harbor

However When I went to the Npc to donate my 10 gold, all I could do was talk with her she didn't have the quest for me :(

does this have something to do with me being 999/1000 with Shattered Sun Offensive? (Full Exalted) or is this just bad luck and I have to wait for dailies to reset

You will not be able to do this quest if you are exalted with the Shattered Sun Offensive.

May be a silly question... but does completing this quest 10 times earn you a title once you hit exalted? I'd assume not, but confirmation would be good.

At exalted you can do A Magnanimous Benefactor which will give you the title " of the Shattered Sun"

Those with a bit of extra pocket money will definitely see fit to give themselves the "of the Shattered Sun" title. I personally prefer "Hand of A'dal" myself. Honestly I wouldn't be surprised to see more things of this nature in Wrath.

Ridiculous quest to continue on. Do yourself a favor
and don't even be cheap; just quest around and take
it easy while doing dailies, if you're one of those gold
^&*!s that continue in the level 70 zones or are trying
to continue on for the "all-exalted" achievement or
something. 10g these days can mean a lot.
