Wowhead shows all abilities as strong or weak versus certain pet families, even if it doesn't apply, e.g. Esca, or healing spells. The in-game tooltips are smarter - lots of abilities don't show as strong or weak against anybody - but the one for Mangle shows in-game as strong against Critters and weak against Flyers, as if it did Beast damage.

As far as I can tell it does NOT do Beast damage, but it does vary, according to the ability it is buffing. For example, when you have Dilaniamento (supposedly weak against Flyers) up on an enemy, and you use Abbattimento (weak against Beasts) the damage increase is the same (roughly 54 at level 25) against Flyers as against Aquatics, but smaller (roughly 36) against Beasts. Another way to look at it is that percentage that it increases an ability's damage stays the same. If Mangle doubles your damage, it'll double your damage against strong or weak targets.
