During the Darkmoon Faire
You can obtain this buff when the band plays at the beginning of every hour by selecting "Michael Schweitzer" and type the following:

/cheer

Michael is located at the right of the stage (Assuming your facing the stage).

The NPC will tell you what to do.
Also:
The top of the hour = the beginning of the hour.
Example: 1pm = 1:00 or 1300

Also buff last 5 minutes...

You can also get it if you have Direbrew's Remote. You take it down to The Grim Guzzler, talk to Ognip Blastbolt, and tell him "But I drove my mole machine all the way down here…" He'll start a concert, and if you target any of the band members and do /cheer you'll get the buff.
