This NPC provides an Auction House for Alliance Engineers, located inside the Shrine of Seven Stars. Much like it's Dalaran predecessor, Vito Svitaviti it is a mechanical gnome that only provides it's services to those who're trained in the art of Engineering.

The Horde version, D.E.N.T., is located in the Shrine of Two Moons, and is also only available to engineers.

Chances are that these two NPCs, when combined, are a reference to the villain in The Dark Knight- Harvey Dent (Two-Face).

Edit: To anyone who wondered, access to this Auctioneer only requires a skill of 1 in Engineering, so there is no minimum skill requirement, outside of having engineering as one of your primary professions.

This engineer-only auctioneer, along with his Horde counterpart D.E.N.T., is a reference to the eponymous character of the Batman/DC Comics universe. One of the longest running Batman villains, he made his first appearance in 1949.

Harvey Dent, known as Two Face after the incident that deranged and disfigured him, has been played by several actors, including both Aaron Eckhart and Tommy Lee Jones.

There are numerous other references to the Dark Knight scattered throughout the game. These include Alfred Verorame, Patricia Occhiverdi, and Perché sei così serio?.

engineers obtain the upper hand once again, now we need account wide professions so this AH becomes useful to me.

Engineers once again get the auctioneer advantage, and won't have to go back to their main "old" cities to access the auction house.

H.A.R.V.E.Y. can be found in the Shrine of Seven Stars

D.E.N.T. can be found in the Shrine of Two Moons

Yes, H.A.R.V.E.Y. and D.E.N.T. Because they are the heroes Azeroth deserves, but ~~not the one engineers need right now~~. Nonsense; it'll be a lot more convenient!

If you are standing inside in the center of the circular floor looking up the big stairs, H.A.R.V.E.Y is to the left of the stairs.

He is ONLY usable if you have Engineering skill. Not like the mechanical AH vendor in Dalaran, unfortrunately. :(
