Took me a while to find him, even with the coordinates, because he's hidden on the middle ledge around 59,18. You can't see him from above or below, you have to get to the middle ledge. To get to him, go to the ramp at 60,16.

THAT is why you never trust a goblin. They are only out for one thing: to make a profit for themselves, using any tool possible.

Be careful when completing his quests. They take you into the cave in the Crystal Vice. The cave lies partly under Dragonblight and partly under Crystalsong Forest, and you repeatedly cross back and forth between the two zones as you work your way through it. And thanks to the magic of cross-realm zones, that now means you'll think the next section of cave is empty, but will suddenly be attacked by three Jormungar Mangiatore Cuor di Ghiaccio that appear out of thin air. I made it through with my mage without dying, but be aware.
