There are 3 types of Emissaries that are present in a Beguiling dungeon, currently the affix for season 3 mythic dungeons + 10 and above.

These are present throughout packs throughout the dungeon and their locations will rotate, similar to the Infested Affix.

Enchanted Emissary

This Emissary comes with the passive aura Decreto della Regina: Sovraccarico and the passive ability Incantato. It is immune to Crowd Control, but can be stunned and knocked back, including being hit and triggering the passive Incantato.

All nearby allies in the radius of the arcane bubble will be affected by Decreto della Regina: Sovraccarico which reflects 150% of damage dealt back at the target.
You'll want to use Incantato to knock the Emissaria Incantata out of range of the other mobs.
The Emissary itself does not apply the Reflect aura to itself.

The Emissaria Incantata has way too much health to defeat efficiently. However, it has an energy bar of 100. Every second, it loses 5 energy which means that it'll take 20 seconds to deplete its energy bar.

When the Emissaria Incantata reaches 0 energy it will cast Teletrasporto: Palazzo Eterno, removing it from the dungeon permanently.
On a wipe, the Energy Bar will not reset to 100.
