I found Barbagruggo in Isolotti Stagnanti lying in the sand in a furry heap. I actually thought he was a Tauren. Seems he's a Vulpera. Isolotti Stagnanti is made up of a lot of islands. I found him on the island located at the bottom right of the map -- which looks sort of like a leg. (He was on the west coast.) A yellow quest marker appeared on the zone map, although you couldn't tell which NPC needed help. The quest spawned as the group neared the total amount of azerite required (Mythic PVE). The only thing I needed to do to help was to click on him.

The Wowhead description says Barbagruggo can be found in many places: Un'gol Ruins, Skittering Hollow, Verdant Wilds, Molten Cay, Whispering Reef, The Dread Chain, The Rotting Mire, and Jorundall. I assumed he was on the Un'gol Ruins island because that's the map shown above.
