The Kyrians wipe someone's memories because The Arbitrer decided that their memories are a burden if they were a strength , see Alexandros Mograine , they would have gone to Maldraxxus and if The Arbitrer sees in one's life that started with good intentions but got lost on his or hers path and commited heinous crimes then they are sent to Revendreth to attone for their crimes. Aldenweald is for people that still have purpose in life and are nurtured and rebirthed.If the Soul was just straight out bad and just want to see the world burn then to the Maw.Knowing this.......Devos is not just wrong. She is damned stupid and evil. It is not the Kyrians job to judge wether their memories should be kept or not........its THE ARBITRER. Once the soul is judged to have suffered a terrible life and sacrificed themselves because it was their duty and those memories are a burden they are sent to the Kyrians TO ONCE MORE SERVE FOR WHAT THEY TRAINED FOR. Whatever Devos is talking about is just bull#$%^ and straight up being fed lies by Zovaal/The Jailer. Whatever Devos complains about its the Arbitrer's doing. Come on , people......I cant be the only one paying attention how the Shadowlands worked.
So much !@#$ing %^&* could have been prevented if the Archon would have gone with some of Devos' suggestions. Things that she agree on later, right after she killed Devos.

So, the clues are right there as you quest through Bastion. They didn't really hide the identity but just darkened her or made her a silhouette. BUT only one character in the entire area has her silhouette. It took maybe...a few minutes during the quest where we go through memories to do some reading.
During campaign I think it was made clear the Kyrian are the evil ones and Forsworn the hood guys.
Bastion is terrible, it's basically everything Xe'ra wants but somehow worse. Kyrians are nothing but brain dead zealots, Bastion, Ardenweald, and Revendreth are all ruled by tyrants.
Doesn't she mean all "death" in the zone is wiped out? I mean, we're already in the Shadowlands, nothing here is alive to begin with...
Thank you for that last paragraph of this post. I can’t stand when people praise the storytelling and leveling of this expansion when so many plots are abandoned due to the covenants.Major storylines should of been finished when you finished a zone rather than ridiculous “to be continued if you pick the correct covenant” garbage.
'Good' and 'Bad' are such gray terminologies, what one's ideaology of 'good' could easily be another one's 'bad'. It's in this instance that there is only what YOU think is right in the moment, to that end Devos sees the wiping of one's memories for blatant and unopposed loyalty to the extreme demanded by the Kyrians as an act of tyrranical oppression. The means of her fighting against this oppression could also be stated as extreme but then sometimes an extreme needs to be met with another extreme to have any chance. I personally think that what the Kyrrians have been doing is wrong and to me they are the oppressors of freedom and individuality of one. This sparks an interesting look into the Jailer, Sylvannas and even an old boss we fought against because a lot of people thought her to be evil when in truth she was mistreated and forced into a situation she did not appreciate nor want. The true acts of Odyn to Helya was disgusting and when she acts in defiance of that she's deemed 'Bad'.In the end, these story arcs are well done in that it makes everyone have a choice of what they believe is the right thing which makes for a very amusing and immersive game, I just wish sometimes that the choices we make in this RPG go a little more in depth then it allows.
