After
being reverted to a test candidate late last week
, today's build re-added the Release flag to the PTR client.
Do you think this is an indication that Pre-Patch will arrive next week, October 6th? That timeline would fit with the
PvP end of season Warning given September 22nd
.

I hope it releases the 6th, need something to do!
But there is nothing to do in pre-patch
Running through your characters to get a feel for what you want to main in Shadowlands, leveling/gearing up alts, doing the pre-patch event stuff. There definitely is stuff to do in pre-patch.
You won't get that info from pre-patch, you'll need to play beta where you can play your actual class with the relevant Covenant abilities, Soulbinds, Conduits, and Legendaries. Judging a class on PTR/pre-patch is the equivalent of judging a book by its cover.
Covenant, soulbinds, conduits are SL launch stuff. Class CHANGES are coming in prepatch, Barber Shop CHANGES are comming in prepatch (a lot of stuff on it), and other stuff ARE COMING in prepatch, and will make a lot of people busy, specially altoholics, like me, that will take some time getting most of their classes ready, fixing macros, addons and other stuff.
You're missing the point. You cannot judge how your class plays without the Shadowlands expansion features, namely Covenant abilities, Soulbinds, Conduits, and Legendaries. Those systems alone make or break a class.
Besides, all the things you mentioned you could have done long ago on the PTR...
