This article made me remember the fact that in Hearthstone, N'zoth's ability of his card is to resurrect his fallen allies. What people often do with this card is to kill off as many of their powerful cards as they can so they can get the benefit of them all together so as to overwhelm their opponent. So he could be throwing his pawns at us wanting us to kill them just so he can resurrect them all and bring back the black empire to overwhelm all of Azeroth.
More and more I think that N'Zoth WON'T be the final boss of the expansion or if we fight him, it'll probably be because he wants us to and it will benefit him in some way. I think next expansion is when we actually get to fight him for reals.
Probably N'Zoth wants to test and therefore trick us into killing Azshara because she could be somehow holding N'Zoth back
He tests us and probably wants us to drain as much azerite as possible to our necklace, I think Magni being a pawn was discussed at the end of in Legion.

The only fitting thematic conclusion to BfA's main story arc is for N'zoth to win and for the Horde and Alliance to wind up completely and utterly owned, so this checks out.
what if N´zoth aint the ultimate bad at all, maby he tries to get us to help him against something comming from Nyalotha, maby an other old god, or even a void lord, something so bad that even N´zoth is affraid, and that is why he tries to get us to serve him or help him.
