this exact thing happened in legion and they weren't permabanned so I don't see why they would be this time.
About 1 out of 25-30 WQ for me gives me loot from the boss/mob but no WQ credit. I am used to having to re-kill the boss/mob on occasion to get the WQ reward. I have reported this happening before in Legion and got a thank you for your report basically form letter blaming my UI and everything under the sun. Since then, I don't bother reporting them. However if I kill the mob/boss twice and get the WQ reward, I would definitely report that to Blizzard since I haven't seen that before. So I think some may have benefited slightly from the bug without realizing it versus exploiting it. And honestly, for anyone who simply did it twice and went on because of reporting similar bugs in the past turning into such a hassle and then seeing the same thing happen on the same mob two weeks later, I don't blame them for not reporting it the first time they didn't get the WQ complete credit. But beyond that, they knowingly kept doing it over and over again which I agree is taking advantage of an exploit.
Should be perm bans, but nowadays it'll probably be only a 3 day ban or week ban. Too soft.
Must be permanent ban otherwise next time everyone will do it because it is just 3 day ban.
If it becomes obvious that something is not working as intended and you keep doing it, knowing full well it shouldn't work like that, you deserve to get banned.
it would be one thing if you did said WQ, finished it, and it reappeared and you re-did it once, probably thinking "huh, that's weird but whatever." Blizz is usually lenient on that and may just take the extra WQ's worth of rewards from you. But any amount of times after that though, starts to fall under exploit, and if you keep doing it, I agree that you need to face the consequences.
As far as im aware you could buy the material from the vendor to lvl up cooking in BfA and the recipies would stay red/yellow for more than intended

I do think a permanent ban is in order. They are 4 year old. They knew it was exploit and continued to do. A 3 day ban is a slap on the hand told now dont do it again... YET they willl why because Blizz didn't take the action they should have.
Exploiting the bug is not doing the WQ a couple of times and moving on to the next one. Exploiting involves the repeated targeting and repeating of the WQ.If you experienced the bug but didn’t camp it and repeat it numerous times, you are safe. It’s those that camper quests and made an obvious attempt to game the system that are in trouble.
