No, the best way to level a character in their opinion is to just buy a boost.\r\rLeveling\/questing through the old content feels like punishment, especially if you've already did it all before numerous times. The story lines are mixed together and nothing makes sense. You're jumping between timelines and expansions and it feels like a mess. It's a seemingly endless slog through heaps of outdated mediocre content and the only reason to do it at all is to reach the endgame where the actual fun part of the game is. For the vast majority of people leveling is a means to an end, nothing more.\r\rIf they really cared about the leveling experience they would do something to update the old content.
I think that the reasoning is really valid. I mean, it works for the old player, but new players can be discouraged due to leveling at THAT fast rate. I don't think that was a bad thing to do, really...
What about elixirs that increase XP gains?
Everyone does realise that the it's called "Recruit A Friend" NOT "Recruit Yourself". We're lucky there's any rewards AT ALL for inviting a friend to join us in Azeroth, nevermind abusing the system to gain an advantage while leveling extra characters.
This reasoning is well worded, and was my thoughts exactly. If there's a problem with the leveling experience, it should be addressed, not simply "rush through it at more than a triple rate". That said, I don't disagree that leveling in the old content can be annoying, though I haven't tried with the recent changes and fully intend to (It was always annoying for me to stop a zone half way through).

I've been leveling since 7.3.5 dropped, and honestly I've been having a lot more fun with it with the changes. Even with heirlooms, I don't feel rushed. I don't feel this weird pressure of, "Oh, everything's green\/gray now, time to take the next Call To Arms! quest." Having to leave zone stories part way through always bothered me, but there was no gain to be had from sticking through them and actually doing it either. With the changes that were launched, leveling feels more rewarding for the story. Also, while it does certainly take longer as far as killing things is concerned, I find the challenge enjoyable. Rare spawns can be be difficult again, and group quests actually take a GROUP to complete.\r\rWith the boosts that are given with a new expac purchase now, I completely understand their reasoning behind the change to RAF. You can boost and get at least one character ready to jump into new content whenever, and you can always level a lowbie with the exp boost from RAF if you want to.
Now, we certainly recognize that the majority of people using the Refer-A-Friend system before these changes were doing so in order to level alts quickly. If anything, we take that as a strong indication that the system needed to change: the best method to level a character in WoW shouldn\u2019t be \u201cbuy a new copy of the game, put it on a separate account, send it a Refer-A-Friend invite, level a new character, and then transfer that character to your primary account when you\u2019re finished.\u201d That\u2019s messy, at best.\r\r\rAnd therefore, we decided to nerf heirlooms, remove XP potions and increase XP per level. Because if the best method of leveling is "messy", we should also nerf all the second and third best methods.\r\rThose are such transparent lies, Blizzard. Why do you assume your customers are idiots?

Oh yeah? Well that's... that...\r\rThat's actually perfectly reasonable, and pretty much what I figured, actually.\r\rAnyone willing to throw money at "leveling but really just 1-2-3-maxleveling" can just buy a boost.

The primary source was garrison missions, and that particular reward was removed -- along with gold missions -- in 7.0. The other source was gifts from the winter veil dailies, and they last dropped Winter Veil 2016 (a little over a year ago). Boosts were live long before that.
"but if leveling is too slow, we\u2019d rather address that in the game itself" this is important, they should add an option to leveling alts faster without having to buy a boost, like if you already have 1 character max level, increase experience on alts by 50%, make this option toggleable for those that want to level slower, they should increase the experience by 25% or 50% for every max level character you have, with every new expansion and the increase in max leveling, this bonus experience reset so you have to level your main and alts to max level again to get this bonus, sounds like a good idea for veterans who have already lots of alts and the toggleable option for those who want to see all the content again, but there are many who have done the same quests and dungeons at least 4 or 5 times, some more than 10 times and they don't want to do them all over again! If quests changed from class to class that would be a different story but also asking for too much :\/
they should buff looms, make veterans who hate leveling do it faster without impacting the other side.

Been doing leveling in 7.3.5 for a week now. Doubling Heirlooms exp bonus would do a great deal to making me feel they are worth the gold I have dumped into them.
The way I look at it, RAF was a bandage on the leveling. The whole system needed a rework, especially as more and more expansions and levels were added. Now, we finally got a revamp of the leveling, almost making RAF's purpose obsolete. Just like flying, however, how do you get rid of a system thats existed for years? Something that players know and "love"? Thats never an easy thing, especially when you can pay money for a complete level boost.
Oh man if only that had just released a patch that did that \/s\rSeriously though, I can kind of agree with you, I've leveled a lot of characters and it does kind of get boring. While I have yet to try the new system, I think they are definitely moving in the right direction to improve lower level content. I think that it would be too hard and just not worth Blizzard's time to go back and update every single quest and try to massively improve each questing zone throughout every expansion. Big system overhauls like the one released are a lot more feasible than trying to make old content new content. While I agree that it would be awesome if they could just make every single old questing zone awesome and update everything, it just doesn't seem like that's the main interest of Blizzard or the player base. Personally, I would prefer that they focus on great content for new expansions and consistent updates, but I can understand that people are kind of sick of the outdated leveling content.
