Why Do Zereth Mortis in Patch 9.2? - Endgame PvE Rewards for Character Power

The new zone Zereth Mortis in Patch 9.2 has the Cyphers of the First Ones progression system, which has seven stages of content unlocks including new World Quests and daily quests. By participating in this content, you unlock the ability to equip two Legendaries and unlock the ability to craft tier sets!
Why Do Zereth Mortis?
Zereth Mortis is a brand new zone in Patch 9.2 with its own progression system similar to Korthia in Patch 9.1. The progression system is called the Cyphers of the First Ones, where players will slowly learn how to translate a unique language.
We don't know too much about Cypher of the First Ones right now, but we do know two important unlocks that are part of this system:
The ability to equip two Legendaries simultaneously: The Covenant Legendary and any other.
The ability to turn any item into a Tier Set piece.
These two things are both reasons why all players will want to take part in Zereth Mortis.
Double Legendaries and Legendary Currency
We learned from the
Millenium Interview
that the ability to equip two Legendaries simultaneously is coming, but will need to be unlocked via progress in Zereth Mortis. We're not sure how long this will take currently but it's important to note that this unlock is
account-wide
.
When you unlock this, it's important to note that you can only equip your Covenant Legendary and any other Legendary of your choice.
Millenium Interview
In addition, doing Torghast is no longer required to upgrade your Legendaries as the currency to upgrade your Legendaries will come from Zereth Mortis directly! The ability to wear two Legendaries is going to be super impactful for all characters, though the current balance of Covenant Legendaries ranges from super powerful to not very strong at the moment.

Is the legendary item system supposed to continue in Eternity's End?
Ion Hazzikostas: "Yes, players will have access to new tier levels for legendary items. The materials required to upgrade these items will no longer come from Torment, the Tower of the Damned, but from Zereth Mortis directly. Cosmetics and other things will still be available in , but we feel that the requirement to go to that tower every week to gain power gradually is something that players want to see end, so that's what we're offering.

Craft Tier Sets
We learned from the
Buffed Interview
that Tier Set Bonuses are returning to Patch 9.2, with the ability to get them from the raid, the Great Vault and Zereth Mortis. Through the Cypher of the First Ones, you'll be able to craft
any
item (with certain restrictions) into a Tier set piece.
This means that all players will be able to benefit from Tier sets, even if they don't raid. However, the intent is that it'll be faster to get your Tier set pieces through raiding, compared waiting to unlock the upgrade on the Cypher system. There has been no mention has been made if this unlock is account-wide at this time, but being able to turn any relevant item into a Tier set piece is pretty cool!
Here's the relevant sections of the interview.
Jeremy Feasel: So you're not only going to be able to get class sets from the raid, but also you're gonna be able to get them from your great vault. And as you progress through the cipher system, you're eventually going to be able to unlock the ability to turn any item, that you get, that is on an appropriate item level and an upgradable item, into a class set. So even if you're a player, that's an outdoor player, that isn't necessarily a raider, you can still start to engage in the system. And we think that, you know, we want players that are mythic players, players that are PvP players and players that are raiders to all sort of engage in the system and have the opportunity to get cool class sets because we think the class sets are awesome.
Buffed: In the Sanctum of domination, you had the shard of domination system to make the the loot out of the raid, the best loot for the Raiders. Now we have the tier sets. But you you're introducing a system that also non Raiders. So you're going away from this system of the best loot from content X has to be best for content X?
Jeremy Feasel: Yeah, we didn't want to, for example, have to turn off your set bonuses in like PvP and outdoor content. We think it'd be cool to be able to get your set and be able to use it everywhere. Because class sets are back, we're very excited about them. But one of the things we want to make sure is that it feels right. The class set system was always a thing about raiding, right? You went to Molten Core and you got your class set, you went to Blackwing Lair, you got your class set. So we want to make it make sure that it feels right for raiders. Killing those Bosses is still going to get you set pieces. And that's one of your most early and lucrative ways to get your set pieces. So you're going to be seeing raiders getting their sets a little bit more quickly than everybody else. And that's intended, we want it to feel like that that's still a part of a raiding ecosystem.
