Sylvanas Loyalist Whispers in Orgimmar after War Campaign Finale

After the War Campaign finale, those who have chosen to be loyal to Sylvanas can receive a special NPC whisper during an Orgrimmar event.
If you sided with Sylvanas during the War Campaign, you can receive whispers from Former Sylvanas Loyalists after one of their scripted lines in Orgrimmar.
If you head up top near the Flight Master, you'll see a group of 4 Former Sylvanas Loyalists up there. Occasionally, one of them will start speaking out loud.
Former Banshee Loyalist: We will never be fooled again. If we ever catch sight of Sylvanas, we'll show her what happens to those who betray the Forsaken!
That's all you see if you followed Saurfang. However, if you're a Sylvanas Loyalist, you get a whisper from a Former Banshee Loyalist.
Former Banshee Loyalist whisper: For the Dark Lady. Always.
It seems that there are still some Banshee Loyalists in the Horde's ranks, but they are remaining in the shadows, hiding among the Horde's ranks. In other
NPC Dialogue in Orgrimmar
, Baine and Gazlowe indicate that as long as those who allied with Sylvanas are seeking forgiveness and have pledged loyalty to the Horde, they should be forgiven. We've seen this rush to forgive and move on has rattled some
Night Elves
who feel everyone has forgotten Sylvanas and the atrocity of Teldrassil, and based on this Horde whisper, there may even be more complications.
The Banshee Loyalists who didn't seek forgiveness (or at least say they were) can be seen in chains in Orgimmar. This ties into one of Sylvanas' lines from the Loyalist Finale:
If the traitors know of your service to me, they'd have put you in irons...or worse.
Those Banshee Loyalists who are hiding, what are they up to? How do they know you are also a Banshee Loyalist hiding amongst the Horde when everyone else is none the wiser? Are they part of Sylvanas' plan?
