Primus Voice Over Dialogue - More Background on the Jailer

We have some new voice over dialogue from Primus, the ruler of Maldraxxus, in Shadowlands.

The Primus is a master strategist and tactician, but he's recently gone missing--which has thrown the ruling houses of Maldraxxus into chaos, as they sabotage each other to claim the Seat of the Primus. He's left riddles and prophecies for one who can help save the realm, in the case of his defeat. For a person to find all of his clues and piece them together, they'd need to interact with all Houses of Maldraxxus and unite them, showing that the Primus was thorough in setting up a plan in the event of his eventual downfall.
Maldraxxus Quest Summary
This audio clip appears to take place at the end of the Maldraxxus questline, when we reach the Seat of the Primus and learn he is no longer present.
I am the Primus. Your presence within my sanctum means a darkness has fallen upon Maldraxxus... and all the realms of Death.
Ages ago, the Eternal Ones punished our brother Zovaal for his treachery. He was bound within the inescapable Maw, to be forevermore its Jailer.
Now I fear that Zovaal did not act alone. I suspect he had ancient allies... and will seek to win others to his cause.
That you are hearing this message means my suspicions proved true. Zovaal has forged his chains into a weapon... and brought about my defeat.
There is but one hope to save the Shadowlands. The Eternal Ones must stand together once more, before the Jailer escapes the Maw.
Bring my warning to the Archon, the Winter Queen, and the Sire. They must see to our defenses. Do not let Zovaal reach the sepulcher.
The Arbiter is the final key. Protect her, or all is lost.
This dialogue sets up a story transition to Ardenweald, the third questing zone for players, but more importantly, it sheds light on the Jailer's background.
We learn that the Jailer is considered a brother by the other leaders of Shadowlands, reinforcing the Pantheon of Death metaphor referenced by several developers in past interviews. The Jailer committed a betrayal against the other rulers, for which he was condemned to the Maw by the Eternal Ones. We've recently seen Uther and Draka freely leave the Shadowlands in the
Afterlives
cinematics, so perhaps the Jailer was condemned to prison for disrupting the order of the Shadowlands and meddling outside his realm.
The Arbiter in this dialogue is set up as the opposing force to the Jailer--the final line of defense separating the Jailer from victory. These two characters have deliberately-contrasting models, with the Aribter in flowing white and a glowing anima chest category, contrasted with the Jailer in dark chains and a hollow chest. We also have a subtle reference on the loading screen that the Primus is no more. He is the only zone leader not present on the screen, with Maldraxxus represented by Margrave Krexus instead.
We don't know too much about the Eternal Ones yet, just that they are godlike figures whom the Pantheon of Death has information on. From our

A lot of people have noticed a certain Titan-like theme in some Shadowlands zones, such as Bastion and Oribos. The introductory questline and a couple of NPCs in Bastion both mention some group called The First Ones. Can you tell me any more about them? And are they related to the Titans in any way?
Well, the story of the First Ones is one of those things that's going to be unfolding over the course of the Shadowlands expansion, but if you walk around in Oribos, like you said, you see Brokers making some references, and some of the attendants there talk about them. You could think of them as being godlike figures that people know very little about, but they've had references to them, but you will find out more and more about them as we go further into the expansion.
So I don't want to spoil too much right now, but I will say that they are tied into the other Pantheons we have seen before like the Titans, and going through the Shadowlands, you will meet the Pantheon of Death, which are the leaders of these Covenants: The Winter Queen, The Archon, those kinds of figures, and they certainly have knowledge on the First Ones, but what they have to share… we’ll just have to wait and see.
The Jailer's betrayal, according to this dialogue, was not done alone--he had ancient allies providing assistance. We know that the Jailer recently has brought Sire Denathrius, Helya, Mueh'zala, Kel'Thuzad, and Sylvanas over to his cause, so he's quite persuasive.
But who could the Jailer have forged bonds with aeons ago? Could he have partnered with renegade Eternal Ones, the Titans, or even the Void or Burning Legion? The Maldraxxus cinematic strongly implied that the
Necrolords fought the Burning Legion
, so enemy alliances across the cosmos are still in the realm of possibility.
