Mythic Crucible of Storms NA Headstart Recap - Is Restless Cabal Overtuned?

Mythic Crucible of Storms released today for NA and the World First Race for this 2 boss raid has begun. Crucible of Storms releases for EU in just a couple hours, but we wanted to recap the NA headstart that happened today!
The Restless Cabal
The Restless Cabal has proven to be a worthy opponent for the World First raiders with no recorded kills so far. Limit, BDG and other guilds day raided and even Limit has streamed their progress with comms today!
The best attempt that we have found so far is a 9% Fa'thuul, 7% Zaxasj wipe by Limit. You can see the video timestamped below, streamed by one of our writers in Limit, Sangheilios!

Limit is using 8 shadow priests (even after their nerf), two warlocks, two boomkins and a
single melee class
, a Demon Hunter -- probably for the Magic Debuff. With this composition, LImit's DPS is insane and they've made it to the end of the fight a couple of times, hitting enrage with a couple people dead. If Limit has a clean pull, it's likely they'll have enough damage to kill the boss!
Method and EU are starting in a couple hours and we'll have to see how they do against this boss.
Why is Restless Cabal Proving So Difficult?
The Restless Cabal have an insanely high health pool -- over
250 million health
combined between the two bosses. Fa'thuul has ~140 million, AND Zaxasj has ~110 million and a tight enrage timer of 8.5 minutes. However, you can probably live an extra 20-30 seconds post enrage by kiting.
To provide a point of perspective, Mythic Jaina has ~140 million health post nerf. The counter to this high health pool is supposed to be the

debuff. This increases your damage up to a maximum of 90%, but reduces your maximum health by up to 90%. This means that you want to use this buff to deal with the increased health pool, but taking damage from any source will one shot you.
And there are a lot of sources of damage that prevent you from keeping full uptime on this buff.
Once every minute, two bursts of ~60k damage happen from
Dubbio Devastante
that will hit the entire raid.
Everytime Fa'thuul activates a relic, he summons 3 adds that cast

, dealing 150k damage. The casts need to be staggered over ~20 seconds, preventing uptime on the debuff.
Two times during the fight, you'll have to activate the Tempest Caller which deals raid wide damage and killing any player under 25%
In addition to that, there are also periods of time on the encounter which reduce the amount of damage done to the bosses.
When you activate the Tempest Caller, the raid will deal 50% less damage during that time. Over the fight, that's a total of
36 seconds dealing 50% less damage
, 18 seconds for each activation.
When you activate the Trident, 75% of all damage done to the bosses in the shield will go to the Ocean Rune. Over the fight, that's a total of
10 million extra damage
that you need to do, 5 million for each activation.
There are also the Visage adds which you must kill multiple times, and can keep hitting while they're at 1 HP to keep them suppressed. This takes somewhere in the realm of ~5k DPS per player.
Ignoring the visages, all this requires about
36k DPS per player
, assuming both tanks and healers combine into one DPS. With Visages, this comes close to 40k per player on 2-3 target cleave which is difficult to reach without the
Promesse di Potere
buff, other than on classes like Shadow Priests. Without class stacking like Limit, guilds will likely have to play very aggressively with

to make the damage check in the current state.
And that's not all, there's multiple one shot mechanics -- even ignoring the fact that your raid may be sitting at 10% health due to

.
The first soak of

deals over 300k damage
There's stuns and forced movement effects on this fight making them much harder to dodge.
Getting hit by
Assalto Cerebrale
is basically a death sentence since the debuff lasts for a very long time on Mythic, making you unhealable.
The

requires at least 6 perfect interrupts, on the right targets -- missing one instantly wipes the entire raid.
Is Restless Cabal Overtuned?
Ion Hazzikostas stated in
a Forbes interview
that Restless Cabal was supposed to be aimed at a "mid to late tier Battle of Dazar'alor encounter", similar to Rastakhan or Mekkatorque.
So there isn't a gimme introductory boss, especially with a two boss raid. I would say the first of the two bosses is somewhere around the range of a mid to late tier Battle of Dazar'alor encounter, think like a Rastakhan or Mekkatorque. And then the final is boss is hard. It's end boss level, like a Jaina. Not necessarily harder than Jaina, but comparable to Jaina in challenge.
If this is the case, it definitely seems to have missed the mark. In Battle of Dazar'alor, the pull count for this boss is already lower as no NA guild has killed this today.

15 pulls for Rastkahan and 23 for Mekkatorque
Method took
10 pulls for Rastakhan and 56 for Mekkatorque
Uu'nat Buff?
We also caught a hotfix to Uu'nat that occurred in the last week that changes one of the Mythic mechanics of Uu'nat --

. This makes players have to react quicker to the buff, and almost ensures a players death if they don't handle the mechanic correctly.

Marks players with Storm, Ocean, and Void for 1512 sec. Touching the corresponding relic with this mark funnels the power safely into the relic.
After 1512 sec the Unstable Resonance explodes, inflicting 120300 Shadow damage to all players within 10 yds. Coming into contact with another player of a different Resonance also causes this explosion.
Risonanza Instabile: Oceano
Marks players with the Ocean for 1512 sec. Touching the Trident of Deep Ocean with this mark funnels the power safely into the relic.
After 1512 sec the Unstable Resonance explodes, inflicting 120300 Shadow damage to all players within 10 yds. Coming into contact with another player of a different Resonance also causes this explosion.
Risonanza Instabile: Tempesta
Marks players with the Storm for 1512 sec. Touching the Tempest Caller with this mark funnels the power safely into the relic.
After 1512 sec the Unstable Resonance explodes, inflicting 120300 Shadow damage to all players within 10 yds. Coming into contact with another player of a different Resonance also causes this explosion.
Risonanza Instabile: Vuoto
Marks players with the Void for 1512 sec. Touching the Void Stone with this mark funnels the power safely into the relic.
After 1512 sec the Unstable Resonance explodes, inflicting 120300 Shadow damage to all players within 10 yds. Coming into contact with another player of a different Resonance also causes this explosion.
If you remember Star Augur, the mechanic seems very similar to that. Players will have to match their mark to a location, without crossing players with opposing marks. However, there are a couple differences:
Players will be matching their mark to the location of the Relics of Power, instead of other players.
Players who fail to match their mark in time, or cross paths with the wrong mark will detonate for lethal damage in a 10 yard radius, rather than killing the entire raid.
