This item drops from new 5.3 elites such as Kor'kron Motivator, and needs to be infused with a Radical Mojo in order to create a ilvl 489 spec-appropriate item for your class.

The drop chance for this item is currently unknown, but I will update this comment when more information has been gathered.

It can also be bought from Ravika, the Darkspear Rebellion Quartermaster for 1xRadical Mojo.

Along with this, there is also 6 other new items that drops from the same elites, and needs to be infused:
Latent Kor'kron Belt.
Latent Kor'kron Boots.
Latent Kor'kron Chestpiece.
Latent Kor'kron Gloves.
Latent Kor'kron Helm.
Latent Kor'kron Leggings.

Here possible class outcomes for the shoulders. I will update as I gather more data. This item is made by combining Mojo Radicale with Guardaspalle Potenziali dei Kor'kron.

This item can be obtained either as a rare drop from the new elites in southern barrens (once you started the quest line) or by using quest items for the weekly quest to buy them. You can obtain a full set of these items, but you have to infuse them with a Radical Mojo in order to make them wearable.

I saw these and gloves drop just from doing the weekly quest, probably low drop rate but they can drop from anyone it seems from the barrens.

Had this drop off a regular mob in The Barrens while working on the weekly quest. I'm unsure as to what mob they dropped from as I had killed several worgs and Kor'Kron Butchers while gathering the meat and AOE looted. Confirming this item does drop from regular mobs, not just elites.

In order to purchase all these, if you are as unlikely as I am with drops... besides the Radical Mojo you need for each one to make it into something, you will need

Stone: 300
Lumber : 400
Oil: 400
Meat: 300

Note that the resulting item is not necessarily spec-based. Learned that the hard way by getting a strengh shoulder while being specced as holy paladin.

If you don't wanna use the meat and the stone , then try killing a outrider and see if it drops one.

Be careful when using these.
Though the in-game tooltip states class specialization, they actually work off your loot specialization.
Wowhead tooltip is different to in-game tooltip.
