To get this you have to fight an Elite pet named Doppy just northeast of the Shadow Vault in Icecrown on a large ledge visible on the map. When you defeat him you obtain Guscio d'Uovo Freddo which sends you to the Brawler's Arena of your faction where you can then buy the card.
I have not done the fight yet so I cannot comment on how that goes yet.

Attempted this a couple of times what I can say about the elite you get the card from, it is an aquatic elite so flying pets take priority(or at least ones with flying abilities), uses three elemental based attacks. Slippery Ice , Ice Tomb , and Ice Lance, and has around 1801 health or so.

Its a fairly easy fight Dippy is fast and weak Doopy is slow but strong focus on killing dippy first and avoid doopy and u should be fine.

This is the most disappointing thing I have ever read... Have to level Brawlers pets just to unlock one of the last bosses I need :(

You need Frost-Tipped Eggshell in order to challenge Dippy and Doopy.
You get this item after you beat the elite level 25 battle pet Doopy in Icecrown. He can be found behind the Shadow Vault.
He doesn’t despawn so you simply need to go there and defeat him.

The fight:
Dippy is back with his big brother doopy. Both still have a hard time with walking and both still have the instant peck ability. Doopy will walk slower and he will be move further backwards when you hit him. Make sure to keep hitting them, or move out of range if you can’t. Also be carefull when they have their back against the wall. You can’t push them back so their attack will succeed. Always make sure that they have a bit of free room in their back.

For paladins, the talent Burden of Guilt is extremely helpful here. Makes the fight easier than it should be. :)

You can completely obliterate this pet using crows. I didn't even need my third pet. I had 3 lvl 25 rares from Darkmoon island. The relevant abilities here are: first pet does Corvi Assassini. this causes your attacks to do 100% more damage for 3 rounds, so once the 1st pet dies your 2nd pet does Richiamo dell'Oscurità followed by Assalto Notturno That will almost certainly kill Doopy. If you have spectacular bad luck and this should fail, by then Doopy will be very low in health anyway and your 3rd pet should be able to finish him.

In order to acquire this boss fight you need to get Guscio d'Uovo Freddo
to get Guscio d'Uovo Freddo you need to defeat Doppy (Pet Battle) which can be found at Corona di Ghiaccio at 47 - 14. Once you've defeated the NPC you will then get Guscio d'Uovo Freddo which is a quest item which will take you to the brawlers to hand in.

Once you've handed in the quest you can now buy Carta Sfida: Dippy e Doppy which will unlock the encounter.!

Dippy/Doopy Controller
The fight is pretty straight forward. The fight consists of two NPC which you have to kill, every time you hit them they will leap backwards so just nuke them.

How to defeat the pet battle (Doppy)
The best pet to use is Corvo and use the ability called Corvi Assassini, this causes your attacks to do 100% more damage for 3 rounds.

Any recommended pets for defeating Doopy in Icecrown? I'm no WoW-pokemon expert, so names of pets would be appriciated.

Don't bother. The item no longer has a quest, it is a grey item now.
