Duration is 2 hours, not 1. Even so, you have to use them immediately, even if you're capped.
Or on the last day of the reset week hand the quest in just before the reset and use the item after.

If you are capped on honor, you will not be able to use this item as intended. However, it will still grant you Valor if used. If you are capped on honor, you can simply go to the level 60 pvp item vendor, purchase an item, use the commendation, earn Valor, return the pvp item.

Oddly, this item currently gives the same amount of Valor as First Place Valorous Commendation. So unless you're going for the first place achievement, or can't stand to lose, winning the race isn't strictly necessary (though Valor does drop off after second place).
