Let's do an... objective analysis of this trinket.
The shear amount of stamina seems to indicate tank gear.
The use effect sounds useful for both tanks and ranged, to keep the mobs (it's not usable on player targets) tightly packed and not moving. 3 seconds doesn't sound much, and I doubt the radius of the effect area is anything gear, so this is purely situational and it's surely meant to be used just due to the visual effect of the explosion of the watermelon.
The crit bonus is useful to everyone, although it doesn't proc on healing spells.
In fact, the next trinket in terms of stamina is, so far, Iron Protector Talisman. And it's still a while to get it.

...I gave this particular trinket a little more thought. An extra slowing effect, and very attractive stam seems very useful to tanking classes. But can potentially, "blow up in your face". Trying to target an AOE location and hold aggro at the same time is too tedious for a 3 second AOE "slow", and not very useful while in combat. Perhaps with the right mouse over macro,,, viable, but still not as effective as the glut of threat "spells" at a tanks disposal.

However, as an additional pull weapon in groups equipped to handle very large groups of small dungeon trash, it could be useful for clearing large areas of mobs in very efficient chunks, (i.e... the group you bombed has a 3 second delay and comes right to the fight your finishing off). The cool down is limited, if it was 2 minutes, it could be very useful.
