instead of Strenght on this one, it's supposed to be AGILITY

as i saw from the cast to put the effect on your shoulder

My best guess would be that this is a rep shoulder enchant similar to the current cataclysm shoulder enchant earned by achieving an exalted status with therazane. Other than that, there is no current information as to whom we would earn this from, though 1 thing I'd note is there is a very very large increase in stat values from cataclysm moving into MoP(noting the 490 strength from this enchant compared to Iscrizione Superiore della Pietra Scheggiata ).

Edit: I've been told that this one is actually supposed to be agility but my guess still remains valid.

That said, MoP will introduce a new way of enchanting your shoulders. Scribes will now take the task of enchanting shoulders, previously it would typically require a rep requirement/grind.

MoP:
Inscription FTW: Now everyone has to get their enchants from the scrolls that Scribes make. Scribes still get their "scribe specific" enchants. See below:
(Note: Most likely, the more powerful the enchant is, the more (rare) mats required for it are.)

You can now apply this to heirloom shoulders. I had one of my level 90 chars apply it on Guardaspalle Flessibili del Creatore d'Ombra for my druid who is currently level 70. The effect is scaled down to +10 Agility and +5 Critical Strike. Presumably it will scale automatically as I level up.

Edit: At level 71 it scaled to +20 Agility and +10 Critical Strike.

Warning: if you twink, don't upgrade your shoulder or leg heirlooms more than once or you will not be able to apply this enchant anymore with your level 100 toons.

Why? An heirloom that is upgraded 2/2 is ilvl 605 when you are level 100, meaning that your main cannot apply this enchant (cannot be applied to Tim's higher than ilvl 600) to the 2/2 heirloom and mail it to your Twink. If it is only upgraded once, (I.e. So the heirloom is 1/2 ..works till level 90) then you can still apply it.

If you were not aware of this and upgraded your legs and shoulders like I did, then you can still apply the enchant if you have another toon that is greater than level 85 but less than 99. But otherwise you are screwed, and according to a GM ticket response, it is not possible to un-upgrade an heirloom.

As of 8.0.1 and the ilvl squish these can again be applied by lvl 100s as the shoulders are 136s now. Happy Twinking!

As of 8.2.5 and the posting of this comment, a level 100 character CANNOT apply this inscription to an heirloom if the heirloom has been upgraded 2 or more times. (i.e.: if the heirloom provides the EXP bonus to level 100 or higher, it will not work.)

If you are like me and have most, if not all, of the pertinent heirlooms upgraded to at least level 100, using a character at level 100 will NOT work.

Creating an upgraded heirloom (2/4 , 3/4 or 4/4 ) on a level 100 character will generate the heirloom with an ilvl of 142. I tried circumventing the ilvl restriction by creating a fresh Demon Hunter (Level 98). If the fresh DH created the same upgraded heirloom, the heirloom generated will have an ilvl of 137 (one point over!).

In order to get any of the MoP shoulder inscriptions to apply properly on an heirloom, you will need a character that is at least level 85, but less than level 98 to apply the inscription. This is due to the character level requirement on the inscription itself as well as the ilvl of the heirloom when it's created.

You CAN buy or craft the inscription on a character of any level however. Once you have the inscription in hand, send the inscription to your character whose level is between 85-97 (must be on the same server as where the inscription was obtained). Have the level 85-97 character create the heirloom and then apply the inscription to that heirloom. You are now free to send the newly inscribed heirloom to any and all characters on your account that can use it, regardless of their level, server or faction.

As of 9.0.1 prepatch and level squish, the required level for this is now 32.

As of the 10.0.2 Patch - this item is no longer usable by alts that reach lvl32 on their herilooms due to the new item levels implemented.
For example: At lvl32 Rogue, Guardaspalle Macchiati del Creatore d'Ombra (heirloom) are ilvl 94 making this item unusable as intended.
