It appears that with Mists of Pandaria the Intellect/Stamina choice of leg enchantment for spell damage classes (Mages, Warlocks, Balance Druids, Shadow Priests, Elemental Shamans) has been replaced with Intellect/Critical Strike. In my opinion this is just one more reason – albeit quite small – to be excited for the next expansion!

New leg enchant for Mages and Warlocks, and possibly Balance Druids, Shadow Priests and Elemental Shaman in Mists of Pandaria. Balance Druids, Shadow Priests and Elemental Shaman may still want to go with Ornamento Magico Perlescente Superiore for the Spirit to Hit Rating conversion.

Mages and Warlocks finally get a secondary stat that increases DPS on their leg enchants (Critical Strike Rating).

Unlike their leatherworking-created counterparts which are uncommon quality, the less-powerful (and cheaper) MoP tailoring leg enchants appear to be rare quality (Ornamento Magico Ceruleo). However, as of 7/13/2012, this item does not appear to have any stats on it. Like leatherworking, however, no epic-quality leg enchant has yet been datamined for MoP.

Edit: as of the release of MoP, the lesser leg enchants are now uncommon quality (just like the leatherworking ones) and have appropriate stats.

A rather awful enchant for your Heirloom legs as it scales very poorly with level, especially in comparison to its older counterparts (specifically Ornamento Magico di Zaffiro which is nearly four times more powerful Spell Power wise at 1-70).

Here's how it scales.

Level - Effect
86 - 90 285 Int 165 Crit
81 - 85 71 Int 41 Crit

1 - 60 11 Int 6 Crit

Warning: if you twink, don't upgrade your shoulder or leg heirlooms more than once or you will not be able to apply this enchant anymore with your level 100 toons.

Why? An heirloom that is upgraded 2/2 is ilvl 605 when you are level 100, meaning that your main cannot apply this enchant (cannot be applied to Tim's higher than ilvl 600) to the 2/2 heirloom and mail it to your Twink. If it is only upgraded once, (I.e. So the heirloom is 1/2 ..works till level 90) then you can still apply it.

If you were not aware of this and upgraded your legs and shoulders like I did, then you can still apply the enchant if you have another toon that is greater than level 85 but less than 99. But otherwise you are screwed, and according to a GM ticket response, it is not possible to un-upgrade an heirloom.

This was the most powerful intellect leg enchantment for casters in Mists of Pandaria, but for reasons unknown it is now weaker than the older epic quality Cataclysm enchants. This is unusual due to the strength (Protezioni di Pelle dell'Armonia) and agility (Protezioni di Cuoio d'Ombra) enchants from the same time remaining better than their older Cata equivalents. If you are looking to enchant your intellect heirloom gear, you're better off using Ornamento Magico Incantato Potente or Ornamento Magico Spettrale Potente.
