I have this enchant on my rogue and it DOES NOT stack with Fleet Footed. Still, I got the enchant because of the +140 agility stat.

enchanted 573 boots but doenst work for me. feral druid with feline swiftness talent, may be is this. however the wod enchant cloak +10 works.

Ultra confused as to the mechanics behind this. When I use this enchant with the WoD cloak I get the same ultimate speed (112%) but it stacks differently depending on which I put on first. As a night elf I start at 102, then throw on the cloak for 112. If I then put the boots on it remains at 112. Seemingly bugged or simply "doesn't stack (beyond such and such)"... If I do boots first it goes to 110, then equipping the cloak brings it to 112 yet again. As if the boots enchant is back to 8% and the speed enchantment can't break 10% bonus... I guess? I heard they changed how speed stacks but damn :|
