No option to turn this in as of 6.02. Only the Heroic tokens trade ins are offered, you can buy the set pieces for gold however.

Previously, this token was used to purchase the corresponding item of the following Normal-mode Terre del Fuoco raid sets:
The corresponding set items are now only purchasable with gold from the same vendor, making this token useless. The token can safely be vendored.

The vendor is:
Magatha Argenton Alliance
Gunra Horde

These NPCs sell all set pieces except for the matching belts and shoes. See below for information.
