This creature is roaming around the Cradle of the Ancients, looks like a normal fox like the Gilnean ones. The NPC is friendly, you just need to pick it up.

Found at 40, 67 in Cradle of the Ancients. Or, looking at the map, right above the "CR" in the name of the area. The fox respawns quickly and just runs up and down in this area.

Found him at 44, 72 in Cradle of the Ancients. He moves kind of fast, but if you click on him, he will stop. You must be dismounted in order to receive the item. Contrary to prior comment, he was on the opposite side of the valley when I found him. Not sure exactly what path he takes, but I'm guessing he runs all along the cradle. I also found a ton of Whiptail for the herbalist completing this quest. It was popping up all along the cradle as I flew over it looking for the fox.

/target desert fox macro worked best for me. Then i put a skull target icon on him which made it easier. Oh yeah and hes running, thats the difference between him and the coyotes.
