What strikes me odd about this relic is that of the 5 specs (holy pally, resto/ele shammy, resto/balance druid) that would find the int on this item useful, the two dps specs that would use the hit also have talents to convert spirit to hit. Wouldn't it be more appealing across the board to make the hit into spirit?

Compared to the relics Book of Dark Prophecies and Captured Lightning, any holy pally, resto/ele shaman and balance/resto druids should choose the book. Yeah, less haste, but at those levels everyone's stacking crit anyway. Whether you want to or not, it's on almost all armors.
