Confirmed that this pattern is still sold by Hammon Karwn at Refuge Point in Arathi Highlands. The recipe is on a spawn timer, so when someone buys it, you will need to wait before it shows up again.

Myth-Busted! I can confirm that you DO get this recipe from Keena. After an hour or so and 10 Design: Ruby Crown of Restoration I finally got the LW Pattern, so Happy Waiting :)

You may have to wait for this pattern even in Mists of Pandaria. The new Monk class is leather wearing and many people who roll a monk do pick leatherworking. This pattern is bought because if you follow a leveling leatherworking guide, this is a preferred choice. :)

Flew to Arathi to see if Hammon had this pattern for sale tonight, he didn't have it, so I sailed to Kalimdor then flew to Astranaar, and, luckily, Lardan had one for me :-)

Very surprised Blizz hasn't added these recipes to trainers. Waiting multiple hours to buy it is not a brilliant design feature. Oh well, they've got better things to do.
