Cooking Suppliers and other NPCs inside Inns / General Stores have limited quantities available.
You can find it on the floor inside Inns and General Stores, usually in a corner area.

Spawns on the floors inside buildings throughout Stormwind, respawn timer seems to be roughly 1 minute.

I found a bag in the Old Town in "Pig and Whistle Tavern" down stairs next to Erika Tate and she was selling one too.. the respawn rate was max. 2 min so I was able to loot all 4 bags in very short time.

The respawn rate of about 15 sec make it a better option to just camp one less-crowded general store until you have 4 sugar, rather than moving to other spawnpoints.

I picked up a fifth bag during the daily today, and it didn't disappear when I handed in the quest.

Looks like you can bank a little time on this daily if you don't mind keeping it in your bag/bank.

Location of the 5 vendors:

<Candy Vendor> a few steps from the quest giver
<Apprentice Chef> in mage quarter inn's kitchen
<General Goods> vendor in Everyday Merchandise on the corner in the middle of the Trade District
<Cooking Supplies> vendor in Old Town inn's kitchen
<Tavernkeeper> in the Dwarven District's inn

Vendor for the Orphans Like Cookies Too! daily cooking quest.

There's vendors that sell 1-2 Confectioner's Sugar (limited quantity) in each spawning area as well, except for the Slaughtered Lamb in the Mage Quarter.
Colin Field Dwarven District - Golden Keg
Connor Rivers Mage Quarter - Blue Recluse
Erika Tate Old Town - Pig and Whistle
Lisa McKeever Mage Quarter - Next to quest giver
Thurman Mullby Trade District - Everyday Merchandise

Best way to complete this quest is to zoom around to the different spawning locations, checking vendors along the way.
