Ive got this. Quite nice and proc seems to be up every minute for me. Im at 20% parry though, so if you are sitting on a tonne of mastery/dodge and only like 10% parry or something, might benefit more if you reforge some dodge to parry, etc.

The fact that the finger in the pic is yellow and gives parry made me instantly think of Goku when he returns to Earth after the Namek Saga and parries all of Future Trunks sword strikes with his Super Saiyan finger.

If this becomes available from the Timewalking event in/after 6.2.3, it would be one of the very few items that grants Dodge and/or Parry rating at max level. Ever since the avoidance secondary stats were removed, I've been intrigued by the possibility of finding obscure sources of them for tanking. Probably won't make much of a difference, but I enjoy the novelty of it.
