The raptors closest to town are the ones that drop the stone. I was also close to giving up, but the raptors, if you have patience, are good for at least a level and if you're killing A LOT of them, know that you'll make a good amount of silver because they're Keen Raptor Teeth sell for good money.

Yes the ones the closest to menethil do drop, moved there after killing heaps and got it second Raptor

I killed the ones near Menethil for the quest that has you kill them, and not one dropped this item. I turned that in, and got the next quest for the ones inside the excavation site, and the first one dropped the Stone.
It's not a matter of which raptors (as long as it's one of the four varieties listed as dropping the item), or where they are, it's just a matter of luck.

Again, the real drop rate may be higher since wowhead doesn't take into account whether or not you have the quest when it reads the drops from the raptors. But in any case, luck is definitely a factor.

This dropped for me now, after having killed maybe 20 raptors total. I got it in the excavation site.

i just did this on my night elf hunter, i killed my fourth mottled raptor and it dropped the stone maybe just by luck but the mottled ones are the best for getting the stone, they are the lowest leveled raptor which drop it and have the highest drop rate too

It's a good idea to pick up the quest Ormer's Revenge before you do this quest, has you kill 10 Mottled raptors and 10 Mottled screechers which are the same raptors you need to kill to get this tablet =D.

I was doing this quest for Reputation as a 49 Night Elf Hunter, I was killing the ones on the opposite side of the excavation site, I read the comments of people getting the stone better in the excavation site, I headed over there and 3Mottled Razormaw's Later I got it.

There may be a better drop rate around the excavation site.

After farming for 30 min just outside the city... i got it on 2nd raptor at excavation site... those rapotrs dont say they have it ... but they do!

The DR(Drop Rate) is so low that the item should not be quest item so people could put it in Auction House!

Stone of Relu dropped on my 3rd kill inside Whelgar's Excavation Site, dropped of a Mottled Scytheclaw.

The drop rate may be awful, but the reason to do this quest is, of course, for the Loremaster achievement (especially since it counts for Kalimdor, not Eastern Kingdoms). It still doesn't make it any more fun to do at 80, however. On the upside, lots of leathers, if you're a skinner.
