Look for the group of three. They can be hard to spot. I tried running around the edge of the lake but that was not very helpful. I probably missed them at least once. There is a lot of brush that they can walk behind it. Instead I sat on the small spit of land on the northern edge of the lake seperating a small pond from the lake. I fished till they walked by on the north (opposite) side of the small pond, then changed from a fishing pole to a sword, ran in their direction and went to town on them. Be careful not to attack near one of the regular guards or you will have to take on four instead of three.

He's just strolling around with two Bloodchargers around the edge of the lake. Best way to find him is to create a macro and run around the lake by Wailing Cavers:

/tar Hezrul
/cast Earth Shock

Pull up your macros and fill in Earth Shock with which ever spell you prefer.
