In 3.1, you can fish in any zone at any level, however if the zone is too high level for you you will catch items such as this instead of the usual fish.

It seems like this junk fishing item is pretty rare. I have only ever caught one. Thinking I will keep it as a good luck charm.

Caught in Wintergrasp with Fishing Skill @450.
This was during the Fishing Daily, "Dangerously Delicious," while fishing for the Terrorfish.
Oh, I'm a level 80, too. It's grey, so its a junk item, thought maybe it was possibly downgraded from maybe a few patches prior. First time I ever caught one in my fishing adventures!

Just caught one in the Dalaran fountain. How the hell did a snail teleport to Dalaran? He's obviously not even level 70 yet. Probably bummed one from a mage and set hearth...

I caught one in Stormwind on an alt, to bad the wowhead cilent wasn't up when i caught it.

I caught one when I was level 20 I didn't actually keep it. I told my friend about it and they were like "I've never caught one I want proof!" I just shook my head. Anyways, now, a year later I caught another one in grizzly hills! I must wait until my friend logs on.....I'm also going to keep it as a good luck charm :3
