Use this on the cage right next to Rit'ko. This frees Sentinel Aynasha who gives you Timely Arrival.

This key will appear in your inventory after 4.2. If you've done the quest it is safe to delete, as there is no longer any use for it.

Sentinella Aynasha is still there with her quest: Intervento tempestivo. I did however notice that if someone picks up the quest and escorts her to the dock, but does not kill Luk'gar you will have to wait until she fails to kill him before she will respawn back in the cage for you to unlock it.

quest is still bugged. I wouldn't bother putting a ticket in anymore...if it's still bugged like this, even after 4 years of reporting, Blizz either can't fix it, or has no intentions to fix it.

after this long, I'm starting to think, if it was a Horde quest that was bugged, it'd be fixed in days. :|

edit: decided to report it on WoW's forums...thread was promptly deleted in a few hours...not sure what the reason behind it was, but it seems Blizz doesn't want to hear about this bug. looks like this is one quest, that'll never be looked into ever again. :|

I found that the cages are already opened and there is no way I can use the key nor see any available quest with Aynasha.

Seeing as there is nothing recent posted here, a little info. This quest is still VERY capable of bugging. If someone begins the escort but does not finish you will be unable to open the cage to start it.

This prevents completion of loremaster.

The only remedy for this I've found is to server hop. Use the group finder tool and join custom groups (preferably garrison groups) to get trasnferred to different servers. I found one with the cage locked and able to be opened on my first try, but your mileage may vary.
