At the time I'm writing this, it shows only a couple positions for each type of npc. That's likely because only 1 person has uploaded data. Every Stromgarde Troll Hunter, Defender, and Vindicator has a chance to drop Sigil Fragments. And what's better, they can drop more than one. Most I've seen was a stack of 4 off one guy.

Feel free to throw away any excess Sigil Fragments after "The Broken Sigil" quest is completed. They are no longer needed.

Also watch out in the area where these npcs are, they are friendly with allies and this is where they come to learn 225+ first aid.

These Percentages on wowhead are not accurate because they are taken of people killing the enemy with and without the quest. It took me less than 3 minutes as a level 40 to complete this so it is no trouble at all to do this quest. the Drop rate should be something like 70-90 %

just did this quest on my 38 tauren druid
got 4 fragments on the first mob and 4 on the second mob
droprate seems really high now

As a few other people, the first defender I killed dropped a stack of 4.

This is a rather weird quest, as far as lore is concerned.
It sais the guy divided the sigil into 5 pieces, yet you can get more than that easily from these guys^^

Blizzard probably did this because this area used to be popular with alliance, as the vendor inside here sold some important recipies, so they decided to make the droprate very high so that you wouldn't get killed too much doing this quest.

Kinda funny how they split them up to keep them safe, yet you can find 4 on one guy. :P

You might have couple of these Sigil Fragments on your bags even after completing quest The Broken Sigil. Be free to destroy those items if you don't have the quest anymore.
