The enchanter has to have the mats, and then trades it to the player, rather than doing right to the weapon. So it will be able to go up on the auction house as well as mailable.

And when the spell states level 35, it is talking about the visible level of the weapon. Not the "item level," as a level 31 Blue can have an item level of 36, but is not enchantable for this effect.

120 agility is 1.8% dodge at level 80, for paladins, I assume it's pretty similar or the same for other classes too.

With the patch 5.4 you're now able to use this on your heirlooms! Have fun guys :D

At the start when Blizzard introduced Heirloom Items I tried to enchant Incantamento Arma - Mangusta on the lvl 1 items.
Sadly it was ilvl Restricted. But when I was cleaning up my bank and found 4 Mongoose Scrolls.
I saw the level restriction was removed on the description.

Ah well I made a lvl 1 Character and Send the Heirloom and Incantamento Arma - Mangusta to the lvl 1 Character.
Yes It does enchant on Patch 5.4 and Yes it does Proc for 90 Agility at lvl 1
