The drop rate is acutally 100%, but it doesn't drop if you already have done the quest or are already on it. That's why it says the drop rate is so low.

They start differnt quests.

To be more clear about this item:
Writhing Choker and Unliving Choker will start different quests but lead to the same objective. So:

Unliving Choker:
Starts: An Invitation, of Sorts...
Chains:
2nd: Near Miss
3rd: You Can Run, But You Can't Hide
4th: Dressing Down
5th: Infiltrating Voltarus
...
Writhing Choker:
Starts: Darkness Calling
Chains:
2nd: Close Call
3rd: Silver Lining
4th: Suit Up!
5th: Infiltrating Voltarus
...
As you can see the quest names are different but have all the same objectives and by the 5th chain they have converged into one only.
Conclusion: Do not waste your time trying to get the other choker once you've gotten your first.

Actualy after testing each necklace has a 50% drop chance 50% that it will drop and if that 50% does not show up the other necklace will be there so one of the 2 necklaces will drop. If you have 1 of the necklaces they won't drop anymore even the other one so it doesn't matter how many you killed.

I tried destroy the Writhing Choker from my bag in an attempt to get the Unliving Choker instead.
You will simply receive the Writhing Choker on every mob kill, even if you destroy it every time.

So either you receive a Writhing Choker, or the Unliving Choker.
They end with the same quest, but different quests on the way.

I don't remember it well, but once I killed that giant elite in Zul'Drak (Can't remember the name at the moment) and this dropped off him too. Anyone else experience this?
