How much would I expect to pay for one off eBay or similar?
According to http://www.wowtcgloot.com/disco.htm (most information sourced from there), the expansion won't be released until the 1st of July 2008. Upperdeck Entertainment the makers of the TCG have specified that all three loot cards (The Footsteps of Illidan, Disco Inferno!, Ethereal Plunderer) are as common as those in the last set, so apart from the inital rush during release the price should for this item should average around less than $40USD.

Facts:

DISCO = Dancer's Integrated Sonic Celebration Oscillator.
When activated a box with mirror ball is placed at feet (with accompaning "boing" sound) and a unique disco sound is played for about 20sec.
The mirror ball lightshow continues for as long as the box remains active.
When the box is clicked (useable by either faction), player gains a "Listening to DISCO" buff and proceeds to /dance.
Useable at any level and therefore available for twinks.

How do the Loot cards work?
Loot cards are special rare versions of WoW TCG cards found in booster packs, starter decks, and raid decks that have a revealable unique code. Once this protective layer concealing the code is scratched away, a 25 digit promotion code is revealed that can be entered into the Blizzard offical promotions page. These codes work for both US and EU servers.

I have the 25 digit loot code, now what?
All accounts from every region in the world use http://www.worldofwarcraft.com/misc/promotion.html to redeem any and all special loot. This webpage allows you to enter the 25 digit promotion code and also select the region and realm for the character that will receive the loot item.

Upon succcessfuly submitting the above information, you will be presented with an in-game code. Write this code down or print it out; you will need it to retrieve your item. Log into the game with the character that is to receive the item and travel to Booty Bay in Stranglethorn Vale. There, you will need to find a goblin by the name of Landro Longshot. He is located on the lower parts of Booty Bay on the docks, and should be easily recognised due to the fact that he has a distinctive purple shirt and two body guards next to him.

When you find Landro, he will first ask if you are here for a promotion, and then ask you which TCG expansion your item comes from (or Points Redemption); check your loot card if you are not sure which item that is. Ensure you have got bag space to hold the item!

Not sure why Dobmiestre's comment has been downgraded. But in fact it was a really populair disco song back in the late 70's by Ottawan and had exactly the same name.
Each letter stands for a word in that song as well.

When the portable disco ball is placed on the ground you will hear goblins laughing and then the disco music will begin kinda. i got my ears blown away when on PTR evryone outside ogrimmar had there a disco ball and used them about the same time. In the party be sure that you are the only one that can buggy.

i Just got this today its awesome!!!!!
the Item lasts for 5 mins, and as you can see from above it CD is 5 mins.

it plays a pretty cool beat, and makes you dance. also puts a circle of lights around it, about 30 yard radius.

the only thing im curious about tho is whether it has charges or just unlimited uses? i guess only time will tell.

I got to activate my disco ball today, there are no charges, unlimited use, big crowd pleaser. As for rarity of the card, i bought one pack from my nearest store and i got footsteps and the disco ball from that 1 pack so, its possible guys =)

Ah, this is a great thing for victory parties. For instance, my friends and I had decided to raid Honor Hold. We had just fought our way through with Dread Tacticians and Deathwhisperers for the locks...We made our way to the main hall to face Danath Trollbane. Our tank was a beast, and our heals and dps were superb, so we got him down easy. Then, BAM, our tank lays down D.I.S.C.O. Best raid ever. Sorry to go a little off topic.

Unlike the picnic basket and fishing chair, the Disco item can be used inside dungeons, which is cool. Sometimes you have to remind people to turn on their music (alt-m) to hear the music. Also after turning on the music, sometimes it takes a while for the music to work. The music spins up a cool way.

People love this item. It always attracts a crowd in town. It's one of the most popular TCG items with the masses in my experience.

One problem this item has is that it has a huge mouse click radius. Sometimes I put my Goblin Gumbo down and you can't click on it if you put it too near your Disco Ball.

This is particularly fun to throw down over a downed boss, great feast, or mage table. Gauranteed to get you invited back to raids. (makes it difficult to click anything but the disco ball/lights)

The sound file is currently bugged for this. (3.1.2) I bought one of these cards, and it doesn't play any sound like the one listed in the macro above. No one in the group has had the sound play for them, either... another superior coding 'feature' brought to you by blizzard.

They are very cool i have one myself and they are fun to just use when ever and are really fun when you have a party. I use mine when i am in a raid and i get bored or when someone goes afk and it is always a big hit when i use it

Like the train set and the train wrecker, this too needs an item that will remove it after someone has put it down. I propose that we have a pet or wrecker which will be called 'The Fat Lady" and when she starts singing... the party is over.

This is not correct. This assumes you buying all those 181 boosters for this 1 card and other cards being without value.

We know ofcourse that there are more valuable cards, so the $490 is just really a made up number.

Fun Facts:

It lasts 5 minutes... And has a cooldown of 5 minutes :D
It DOES NOT effect the global cooldown... So put it in a macro for a skill, and you will never be too far away from a P-A-R-T-Y
Despite the rumours, people outside of your party / raid CAN hear the music it makes (At least the 3 people I asked said they could)
It DOES NOT force people to dance, they have to click it first, but it has a large click radius, or you could always get a Piccolo of the Flaming Fire to make them dance >:D
Combine with the Toy Train Set for maximum lulz!
People, love it! Every time I use it in Org I always get people who run past, stop, hang around for two minutes then carry on with getting gold and other non-D.I.S.C.O stuff.

It appears to still last throughout logout, I am not 100% sure of this though, I have only tested logouts (Not exit games) and only for short times.

I just used it in ICC, and I'm not sure about the music not happening, but I know if I clicked on it to start dancing, I did, but after about 10secs, I stopped. I noticed it happening for others aswell.

As of now this item is bugged. Whenever clicking it you will start to dance but as soon as you change dancing moves you stop so no more travolta *sad panda*

Just use a /dance command after you put it down , no bug's gonna stop the discothèque

It is an upsetting bug though. Whats more upsetting is that I sent a in game bug report twice when I was in friends and family cata alpha. The disco started stopping short during alpha, and unlike other bug reports during alpha (Which were vital FYI. Alpha is alot of fun, but its also a major development phase, and me and my fellow alpha testers helped the game alot... blizzard cant even begin to bug check all of a game of WoW's size!), this one was not fixed.

Someone should open a non-alpha bug report.
