A wonderful addition to the repertoire of poisons the rogue has at his disposal.
Most effective at PvP encounters and-not as much but-PvE encounters when the mob tends to 'run in fear'. -70% movement speed is about the same as walking speed or less. Its severely detrimental to ranged DPS/Caster classes.
Rogues should keep this in their OH and shiv in PvP to keep their dear target right at their front so they don't miss a tick.

Now redundant as of patch 3.0.2, you must buy your poisons from your poison reagent vendor, you can no longer create poisons.

Not only do you no longer create poisons, there is now only one rank of Crippling Poison.

In MoP, this was replaced with an Empty Poison Vial, which is grey vendor trash.
