I received this card in the DK starting area off of one of the humans. It was in an envelope. I guess its going to be another darkmoon fairy deck, not sure what it gives you yet for a deck er, or what the deck does.

This is the beginning to a vague quest only inscriptors can recieve at a minimal level of 10 and requires Inscription (50).

Inscriptors craft items called Mysterious Tarot. This can then be opened to get either Ace,Two,Three,Four,Five of Rogues. Once you have collected all five you may put them together to create Rogue's Deck to begin the quest Darkmoon Rogues Deck. This requires you to return the deck to a "Mysterious Gypsy" ,Which the quest describes can be found in Capital City taverns or wait til the Darkmoon Faire arrives. Once you turn in the quest you have the choice of:

Darkmoon Vest
Darkmoon Chain Shirt

This interesting questline is best done at levels 10-15. The rewards also arent too bad either.

I had a little trouble finding a quick reference to the ink required for the Rogues Deck cards.
Mysterious Tarot is the name of the Inscription spell that makes a random Rogue card (Ace, Two, Three).
Hunter's Ink (requires Verdant Pigment x1)
Midnight Ink (requires Dusty Pigment x2)
