Arvoar the Rapacious http://www.wowhead.com/?npc=23267 drops this. 100% drop, but only works once.

The quest provided from this item only grants 250 reputation with Netherwing and a green item that usually is sold to vendor since if you have Artisan Riding you should have nice gear too.

Commenting here for people in the 9.0 pre-patch looking for answers as to why there are no more quests for your Shadowmoon Valley (Outlands) Loremaster. I did have to get 310 flying for the next "!" exclamation point/quest marker to pop on the map. I did all the possible quests on the map that were marked (last one was where you rescue the green drake). I then tried and killed the Arvoar dude 2 times and never got any quest drop. The second I got 310 flying, the quest marker popped up. GLHF
