This item is given to players who accept the quest "Ruse of the Ashtongue" from Akama, after killing Fathom-Lord Karathress. Akama asks you to kill Al'ar, the phoenix, using Ashtongue Cowl. This item gives you a buff while in Tempest Keep that makes you look like an Ashtongue.
That quest seems to be part of a chain that is necessary for players to gain entrance to The Black Temple.

The buff given by this item persists through druid shapeshifting, you will still have the look of a Broken in Bear or Cat form, like the Noggenfogger skeleton buff did before the nerf.
Gonna experiment a bit if this also fixes the range bug

Does this item have a one-time use, or can we keep the quest and pretty much be broken while we raid tempest-keep?

Question: Do you put this item on, like spectrecles or that stupid hat from the gahzridian quest, or does it just buff you when you use it?

Would suck to have to do this quest gimped one piece of gear.

Some characters will have a red hood while disguised. They will always have a red hood, and if you don't have one you won't get one.

I've yet to come up with an explanation as to why a given person has a hood as it doesn't seem to follow any sort of gender/class/etc pattern.
