probably the best druid belt out there, i would suggest keep a close tab on the guilds on your server in SSC and TK and ask them if any LW have gotten their hands on this, might be a pretty penny for the vortex but if your not raiding and have some cash I would recommend it

Got those crafted yesterday.

Vastly superior compared to the next best alternative (Tree Mender's Belt from Heroic Ramps). Socket with +4 agi and +6 stam gems, this belt is a top choice for both bear tanks and also cat dps.

I am trying to get this belt crafted, and the crafter says it now requires 10 windscales.. can anyone back this up I haven't seen this to be true anywhere

imo 2 +8 agility gems would be best on this belt for tanking (because every 14.7 agi = 1% dodge for druids)
not only that, but you get a +4 stam socket bonus

for cat form dps...i'd rather go with

stick a +8 strength and +4agi/+6sta gem in that and you'll end up with more AP than this belt, along with some +hit, not to mention that it's a lot easier to acquire.

"Dropped by" tab shows only mobs in SSC but that's incorrect. Yesterday this pattern dropped for my guild in TK. Really great druid belt.

This would serve well as an ehnancement shaman belt too.

This pattern dropped of Al'ar tonight so as Pavulon said, it also drops in TK. But this is the first time I have ever seen it drop in TK.

This pattern still drops as of 10.0.7. Best method I found to farm for this was just clearing the trash on SSC and resetting it when I was done.
