You can hand the in all the way to exalted.

You should hold on to these (and wait with all the quests) until you have turned in enough plant parts to get you from neutral to honored.

Can't turn in Unidentified Plant Parts once you hit honored, which I didn't know, so I farmed 80 Unidentified Plant Parts to get my last 1k rep I needed to hit Revered and couldn't turn them in.

When you turn this in, she will look through her book and discover this plant is unidentified. She then names it after you, along the lines of, "purple leafed <yourname>ium".

I turned in over 200, got 20+ bags and didn't recieve a single one.

I would advise not counting on getting them, and not buying them to make the process go faster because you most likely will recieve less then 1.

I handed in 80 plant parts and got 3 of these, they are still out there, looks to be pure luck.

I have leveled 7 toons through Outlands, and the only toon I didn't buy enough Unidentified Plant Parts to instantly get Honored was the very first one. I had never seen one of these on ANY of those toons.

Then oddly enough, today, I run over there on my lock and turn in 360 Plant Parts, and I got 2 of these.

So, I can verify that the do indeed exist :p Haha, but the rate on them is terrible, don't rely on getting them.

I got three of these on the first character I leveled from 60-70, just from turning in the plant parts I accumulated from normal questing. Each subsequent character, where I've bought them en masse to inflate my rep? Not a one.

Save these until you hit honored, especially if you are using lots of plant parts before doing any quests.

These are tradable, so watch for them on the auction house. (Presumably people not interested in this rep will sell them.) I just turned in 360 plant parts, getting 36 packages, and the yield was two uncatalogued specimens, which I then used to start the march to revered. The specimens do NOT stack, but you can possess more than one.

If you are lucky enough to get more than one of the Specie Non Catalogata before the repeatable quest is unavaliable. Make sure you save them for until you are honored because you can hand them in multiple times as long as you have the item left after honored. You will get 500 rep per item. I can confirm this because I was able to loot three of them before the quest was unavaliable. Which gave me 1500 rep past honored. To reach honored from 0 rep neutral, you will need a total of 360 http://www.wowhead.com/item=24401. They drop from various mobs around http://www.wowhead.com/zone=3521.
