Probably one of the best tanking cloaks in the game, and it's crafted to boot. For Warriors trying to craft it, the total number of materials are:

6 Primal Earth: 60 Motes of Earth
6 Bolts of Imbued Netherweave: 102 Netherweave, 12 Arcane Dust

The Resolute cape would be a better choice over Eternity ONLY if you are a feral druid using it to PVP. The resilience on the Resolute is useless for PVE and only useful in PVP. The extra HP and Defense on the Eternity benefits any tanking Warrior/Druid/Pally to a higher degree.

Devilshark Cape is imo the best of those shown here. Even better than that epic. Why the hell a good prot war (good i mean able to raid in kara) ever needed 21 resilence? He doesn't get any crits on his a*s anyway :)

You forget that this cape requires only lvl 69, while all the other cloaks you've mentioned need lvl 70. The little difference here becomes quite significant, if you are a warrior that has plans to PvP a lot in the 60-69 bracket. :P

Edit: I take my words back. A lvl 70 green BoE cloak "of Stamina" ( http://www.wowhead.com/?item=25043 ) is far, FAR superior than this one for PvP, as far as survivability is concerned.

The correct materials are:
- 60 motes of earth (or 6 Primal earth)
- 108 Netherweave Cloth
- 12 Arcane Dust

Important to note that if you are getting a taylor to make this from scratch they will need to use the mana loom in Shattrah's Lower City trader area.

One nice thing about this cloak is that combined with the Cloak-Steelweave enchant, you can get 35 +def in the back slot, which may be enough def to open up another slot for DPS gear without sacrificing the magic 490 uncritable number. :)
