It doesn't say it, but the buff effects your party, and not just you. Just like most of the other jewel crafter made necks. It works like an aura, as long as you have the buff, anyone in range in your party gets it. However, if they move out of range, get switched out of your party, or if you lose the buff, they lose it as well.

Edit: Looks like the descriptions been changed to show that it affects your party.

stupid question but I want to be sure, does the effect itself stack? Say if you were to have two people in group with it?
