Found these from trash mobs pulling to the 2nd boss in Heroic Ramps tonight. Looking at the drop rate, they seem to be fairly rare with < 20 drops recorded.

Since 2.1.0, these aren't as powerful as the Gloves of Quickening (http://www.wowhead.com/?item=28519) so it's rough to sell off the pattern. I could only get 550g for them on US Stormreaver.

These dropped for me a couple days ago. Man, I flipped out! Opening the loot window, expecting to find an Oshu'gun Crystal Powder sample, and there's an epic. I don't care if I won't be able to sell the recipe, I'm a blacksmith anyway!

This is probably one of the better sellers that I can craft. So far I've sold 4 of these on Ravencrest for between 500 and 850 Gold over the last month or so. The mats are relatively cheap, and with the primal might cool down gone, I can make these more frequently. As a miner and with an alchemist alt (for the primal might transmutes) the only mats that are more difficult to come by are the primal nethers.

Finally got this recipe on the auction house. I have been scanning the auction house for 3 years and have never seen it. Missing 3 recipes in game and will have every single blacksmith recipe in the game. Its a world drop and definatly one of the rarest recipes in the game in my opinion. I spent 3500 gold for the recipe. Well worth the price with me being a collector.

Just dropped for me in The Black Temple. It dropped from the trash before Mother Shahraz. I did a big pull from the bottom of the stairs, into the slave quarters and kill everything at Mother Shahraz. So I don't know which mob dropped it for me.

Doing the Netherwing daily in the mines, this dropped off a ravager or flayer. Surprised me as they're not on the loot table.

These plans dropped for my non-blacksmith demon hunter friend last night in Timewalking Shattered Halls, from mobs around first or second boss (but I have no idea what mob exactly, sadly). Fortunate for me, they're not BoP and my friend didn't mind parting with them. (I'll make a pair for this amazing friend, naturally).
