You get this and a few other pieces of Bloodsail armor when you become neutral or better with the Bloodsail Buccaneers. Becoming neutral with Bloodsail means you can't enter any goblin city, among other things.

White Swashbuckler's Shirt instead of Bloodsail Shirt

Knitted Pants instead of Bloodsail Pants

Captain Sander's Sash instead of Bloodsail Sash

Buccaneer's Boots instead of Bloodsail Boots

First Mate Hat instead of Bloodsail Admiral's Hat

With Patch 10.0.5, this item has now become transmoggable !
It is BoP however so you won't be able to sell on the AH or give it to a friend.
